The Railways Bill would require the Secretary of State to take over responsibility for passenger rail franchises when their contracts come up for renewal. It also sets out related powers and governance, with the aim of bringing passenger rail under government control for renewal periods rather than leaving it to private operators.
The bill is at the second reading stage in the House of Commons. If it passes this stage, it will proceed to committee of the bill, then report stages and third reading, before moving to the Lords.
At the second reading, the bill was approved 329 Aye to 173 No, indicating mixed cross-party support. An Opposition Reasoned Amendment was defeated 170 Aye to 332 No.

This Bill was expected to have its second reading debate on Friday 20 January 2017 but an objection was taken under Standing Order No.11(2) and the Bill's second reading had been scheduled for Friday 12 May 2017.
